28th October 2003 INQUIRY BEGINS The Holyrood Inquiry opened today (Tuesday 28th October) at 2pm with an address by the Counsel to the Inquiry John Campbell, QC, in which he outlined the hopes and aspirations of the process. (*see transcripts for full account) The first witness was Sam Galbraith, former MP, MSP and Minister. He was involved in the decision making process prior to the devolution vote in 1997 and subsequent political decisions relating to the establishment and location of the Scottish Parliament. Mr Galbraith was followed by Brian Wilson, MP, who was Minister of State in the Scottish Office in the 1997 Labour Government.
